Combining their communications expertise with strong experience working beside technical staff, our team members have a proven track record for bringing diverse people together to envision, inspire, plan, and deliver our clients’ most impactful water infrastructure projects. We are experts in strategic communications and meaningful public engagement that is educational, participatory, and builds the public’s capacity for ongoing engagement that informs decision-making.
Jenna has experience working in planning, strategic communications, community outreach, and public participation roles since 2001. Before joining Consor, Jenna served city, county, and regional public and non-profit agencies working on projects that have major financial, policy, regulatory, service, or equity impacts. Jenna utilizes her experience in public infrastructure, government relations, and construction project delivery to help clients implement inclusive information campaigns, gather and analyze data to inform decision-making, develop strategic plans, and deliver challenging or politically sensitive projects.

Libby leads our strategic planning and communications team at Consor and is widely known for her expertise in working with elected officials, interest groups, and the public to build long-term support for infrastructure projects.

From facilitating visioning and planning on projects like the Tualatin River Watershed Council Action Plan and helping agencies secure financing through WIFIA, to leading community outreach on transportation projects and developing and implementing communications programs for large public works projects like the Willamette Water Supply program, I’m always inspired to collaborate with my team and clients to improve our communities.”
