Mission-Vision-Values Strategic Plan

Looking to significantly expand its operations to become a regional water supplier, Tualatin Valley Water District (TVWD) embarked on a journey to revamp its mission, vision, and values, alongside its strategic planning framework. Consor used surveys, one-on-one interviews, and focus groups to gather valuable employee insights.  Based on our findings, TVWD adopted a fresh mission, vision, values, and strategic planning framework that will shape the foundation of its next strategic plan.

Additionally, our team assisted TVWD in responding to evolving community needs by coordinating and facilitating a Rate Advisory Committee (RAC) to update its customer assistance program. The RAC provided recommendations that were unanimously adopted by TVWD’s Board of Commissioners.
