Quincy Square Construction Management
A single block on 4th Street in downtown Bremerton, Washington, became the setting for a new kind of civic space. Quincy Square was envisioned by the City of Bremerton as a pedestrian-first public plaza designed for everyday use and large public gatherings, while reflecting local culture and community identity. Shaped by extensive resident input, the project carried high expectations for precision, transparency, and on-time delivery.
That vision came to life through a series of community-centered improvements that elevated both the function and aesthetics of the space. A curbless design reduced trip hazards and promoted pedestrian circulation, while alternating pigmented concrete panels emulating a piano keyboard paid tribute to Quincy Jones. The plaza includes an elevated stage with a steel canopy for performance, along with four interactive musical instruments that invite public engagement. Amenities such as 25 different seating options, an upgraded electrical system, 16 new light poles with festoon lighting, and urban-friendly landscaping create a welcoming atmosphere.

Throughout construction, the City and project partners prioritized collaboration and clear communication across a diverse team. Consor’s construction management team used a fully paperless digital project management system that connected all project partners, supporting rapid submittal review, consistent document control, and timely issue resolution. Drone footage, 360-degree cameras, and digital construction tracking captured site conditions and progress with a high level of accuracy, creating a transparent record of construction activity. Shared access to real-time information helped teams respond quickly to changing conditions and maintain alignment with schedule and community expectations.
The completed Quincy Square can now flexibly host festivals, performances, markets, and daily public life. Delivered on time and with zero construction safety incidents, this project demonstrates how digital delivery methods can elevate quality and minimize delays.
