
Selmon West Connector PD&E Study
To advance proposed improvements along a key corridor in South Tampa, FDOT District 7 initiated a Project Development and Environment (PD&E) Study for a 2-mile section of Gandy Boulevard, extending from the Gandy Bridge to the Selmon Expressway. The project was driven by the need to accommodate regional traffic demand, improve emergency evacuation capacity, and reduce congestion on the local street network. The study supported evaluation of alternatives, including a two-lane, two-way elevated toll facility intended to serve commuter traffic while preserving local access.
Consor led the environmental review process, preparing the State Environmental Impact Report and coordinating public involvement, followed by a reevaluation of the environmental documentation before design-build procurement. Environmental services included alternatives analysis, social and economic evaluation, noise and natural environment assessment, technical documentation, and agency coordination.
