To support growth and improve east–west connectivity in Salem, Utah County selected Consor to design a new 2.5-mile roadway connecting SR-164 and SR-198. The design included a 120-foot-long box culvert structure to carry Beer Creek beneath the new corridor, and a 75-acre wetland mitigation site to offset six acres of unavoidable impacts. The mitigation effort featured both constructed wetlands and preserved wetland areas, along with 1,200 linear feet of newly designed stream channel.

Following construction in 2023, Consor began a five-year monitoring program for the mitigation site. When early monitoring revealed limited water dispersion in one area, the team implemented beaver dam analogs (BDAs)—a restoration technique using willow bundles to mimic natural beaver activity. By slowing stream flow and promoting habitat diversity, the BDAs helped enhance long-term ecological resilience while supporting the project’s regulatory commitments.
