With deep roots in transportation planning and design, particularly with the Ontario Ministry of Transportation, our Canadian team is broadening its capabilities to support a wider range of clients through the project lifecycle. Expanding our in-house environmental services enables our team to better support clients at every phase of infrastructure development.

Expanding on a Trusted Foundation in Transportation
Consor’s reputation in Canada spans decades of trusted partnership on provincial transportation initiatives. Today, we’re strengthening that foundation, extending our technical expertise to support municipal infrastructure.
Leading this charge, Tony Bosco recently joined Consor as Vice President and Area Principal for the Municipal Transportation Portfolio. He is drawing on 35 years of experience guiding design and construction for complex transportation projects, as well as business development, across southern Ontario to extend our transportation practice reach.
Scaling Environmental Services to Unlock Project Potential
To better support end-to-end infrastructure delivery, Consor is significantly expanding its environmental services, often the linchpin for regulatory approvals and construction readiness.
Heather Melcher, Vice President of Environmental Permitting and Planning, leads this effort in Canada. With more than two decades of experience across aggregates, land development, and energy, she sees an exciting opportunity to reshape how infrastructure gets built.
“Our goal is to help clients cut through red tape, not add to it,” she says. “Whether it’s species at risk, water resources, or rehabilitation planning, we’re focused on delivering practical solutions that help projects move forward while protecting the environment. It’s about balancing development and sustainability—getting to yes, without compromising what matters.”
Heather is joined by Senior Ecologist Amber Sabourin, whose species-at-risk expertise strengthens our ecological and compliance work. She has supported projects across multiple sectors, helping clients meet permitting requirements and plan for long-term environmental stewardship.
Andrew Forbes, Vice President of Water Services, is helping build a top-notch team of Canada-based water professionals. With more than 20 years of experience supporting both public and private sector clients, Andrew brings expertise in water quality, watershed hydrology and drainage, channel hydraulics and fluvial geomorphology, and water-related permitting. This technical background, coupled with his understanding of the regulatory process, allows him and his team to deliver a range of integrated engineering and environmental services.
Together, they position Consor to support diverse project types across Canada, from transportation and energy to aggregates and mining.
