    Jeff Novotny, PE, AICP, RSP1

    Jeff is an engineer, certified planner, and road safety professional with more than two decades of experience in transportation planning, environmental documentation, and corridor studies. He has led NEPA efforts on major highway and interchange projects, including environmental impact statements (EIS), social and cultural effects evaluations, and public outreach for high-profile, sometimes controversial, projects. Based in Florida, Jeff brings a deep understanding of how planning and environmental review work together to move projects forward.

    Based in Toronto, Heather joined Consor to lead the expansion of our environmental services practice in Canada. With decades of experience, she specializes in aquatic and terrestrial ecology, species at risk, and environmental impact assessments for land development, aggregates, transmission corridors, oil and gas, and transportation projects. She has worked extensively with private sector clients and brings deep knowledge of Canadian and provincial environmental legislation and permitting.

    Kerry brings deep experience as a NEPA practitioner and environmental planner. Her background includes environmental permitting and documentation for major federal and state infrastructure projects, including roadways, pipelines, and bridges. She has managed impact assessments involving air quality, traffic noise, endangered species, and hazardous materials. Kerry has been instrumental in growing Consor’s in-house environmental capabilities across the United States. She is based in Texas and brings a strong focus on early coordination and relationship-driven project delivery.

    Andrew Forbes

    Andrew joined Consor to lead water services in Canada, tasked with helping build a powerhouse team of Canada-based water experts. His goal is cultivating a practice that delivers high-quality environmental consulting services across multiple sectors by leveraging Consor’s leading United States-based water resource engineers and scientists, growing the Canadian environmental business, and building strategic partnerships with other local, like-minded consulting firms. Andrew has worked in the environmental consulting industry for more than 20 years, having served as a technical lead, project manager, and project director on a wide range of water quality, hydrotechnical, and fluvial geomorphic investigation projects for both public and private clients.
