When Hurricane Harvey struck in 2017, its record rainfall overwhelmed the Houston/Harris County area’s bayous and creeks, leaving behind widespread erosion and infrastructure damage. Emergency repairs were critical to both restore flood protection function and maintain eligibility for federal recovery funding under tight reimbursement timelines.

Mobilizing quickly, the recovery program spanned dozens of repair projects in the Addicks, Barker, White Oak, Halls, Hunting, and Buffalo Bayou watersheds. A construction management and inspection team from Versa Infrastructure, a Consor company, led delivery across 47 project sites. The team provided input into the master schedule and project sequencing to facilitate compliance with federal timelines and reimbursements in a compressed timeline to advance multiple projects concurrently.

This program demanded precision and flexibility every day—our systems had to work seamlessly across dozens of projects to meet federal deadlines and keep Houston’s recovery moving.

Working alongside contractor crews, our construction managers and inspectors maintained quality and safety within constrained urban corridors—including high-visibility locations along Buffalo Bayou immediately upstream of downtown Houston—where public access and traffic disruptions needed to be minimized. The Hunting Bayou project involved concrete slope paving and stabilization in a congested segment working under five active railroad bridges and two major roadway bridges.

Harris County Flood Control District’s decisive action and coordinated approach accelerated progress and safeguarded critical funding, helping communities across Houston regain a sense of security as waterways were stabilized and neighborhoods rebuilt. Beyond recovery, the program strengthened Harris County’s ability to manage large-scale initiatives under tight timelines, improving transparency and readiness for future disaster response.
